What kind of job has the past and current City Council done?

I am not running a negative campaign.  The current members of the City Council have done a great job to incorporate the City of Laguna Hills in 1991, create the city charter, build a strong team of city officials and staff, plan and build a beautiful new Community Center, stop the plans for a commercial airport on the former El Toro Marine Base, and plan and build a new and beautiful city hall. 

HOWEVER, what are the challenges which face our City over the next four years?

The main challenge the City Council will now face is preserving and maintaining everything they have built over the past 13 years. We face the following issues:

(1) The State of California is restructuring which will cause an estimated $500,000 to $750,000 loss of revenue for the city.  We need to recover this revenue from the State.

(2) The City of Laguna Hills will have to deal with paying back $800,000 of the jet fuel sales tax allocation of $1,635,000 over time. We need to replace this loss of funds, without raising taxes or fees.

(3) The city is planning  to decrease operating costs and cut staff to balance the budget. We must not lower the quality of our community services.

(4) The vacant commercial buildings of failed businesses have also led to a loss of tax revenues. We must empower local business, and attract new business.

(5) The city manager is being forced to put Limits on staffing and salaries for city employees due to shortfalls in the city budget. We must find ways of supporting our city staff with volunteers.

(6) The wear and tear and vandalism of our streets, public facilities, and public parks is an emerging problem. We must fnd solutions for this destruction, without raising taxes or fees.

Why is Jim Tsutsui Jr. running for Laguna Hills City Council?

First of all, I love my city.  What we are facing in the next four years are decreases in city revenue and inflation in the cost of running our city.  We need new and creative strategies to increase city revenue without increasing taxes or decreasing the quality of life.  The solution is volunteerism and fund-raising. We can provide  Laguna Hills with what we want and need AND improve the quality of life.  If elected I plan for:  

·        No tax or fee increases

·        Recover city revenues lost to the State

·        New strategies to increase city revenue  

·        Empowering the success of local business 

·        Attract new business to our vacant buildings

·        Increase volunteerism and fund-raising activities 

·        Volunteer Graffitti/Vandalism Police 

·        Increase safety with traffic signs and striping

·        Sculpture for the community center and city hall

·        More activities at our Community Center

·        A visible public presence for city government
